- Open Paint.net and create a new image with a transparent background.

- Select the Text tool from the toolbar on the left-hand side of the screen.

- Choose the font and font size you want to use for your outlined text.

- Type the text you want to use.

- With the text layer selected, click on the Layer menu and choose Duplicate Layer. This will create a new layer with a copy of your text.

- Select the bottom layer (the original text layer) and click on the Effects menu. Choose the Object menu and then select Outline Object.

- In the Outline Object dialog box, choose the width and color for your outline. You can also adjust the opacity if you want.

- Click OK to apply the outline to your text.

- With the top layer selected (the duplicated text layer), click on the Text tool again and change the color of your text to something that contrasts with the outline.
- Position the top layer over the bottom layer so that the outline is visible around the edges of the text.
That’s it! You now have outlined text in Paint.net. You can experiment with different font sizes, colors, and outline widths to create different effects.
